A newer (or older) VC++ 2008 version exists.
Do not download this file from "DLL download" sites, torrents, or random pop-up ads. These are vectors for malware, trojans, and ransomware. Always use official Microsoft sources.
Double-click the downloaded .exe and follow the prompts. You will likely need to accept license terms before clicking Install .
